Licensing Requirements:
➢ To work as a London PHV driver, you will need to be licensed by TfL & carry out bookings for a London private hire operator that is also licensed by TfL.
➢ To get a licence, you must be aged 21 or older & have a full DVLA, Northern Ireland, European Union (EU) or European Economic Area (EEA) state driving licence that is at least three years old.
Exams you must pass:
ALL 3 exams must be passed on the same day!
You will have two opportunities to pass all assessments/exams.
1. Topographical Skills Assessment
➢ You will need to take this exam to check your ability to select and plan a route, read a map, and identify locations
Topographical assessment is a 90 minutes test, and you must get not less than 60% (points). There are 26 questions – 4 questions are route planning, and 22- questions from A-Z Master Atlas of Greater London.
The topographical assessment is a mandatory test (unless exempt) to ensure you have the required map-reading skills to become a licensed private hire driver.
You will have two opportunities to pass the topographical skills assessment.

2. English Language Exam (ELR)
➢ You will need to prove that you have at least a B1 level of ability
English Language by attending a test conducted by TFL.
English Language (ELR) Requirement is15/20 minutes test – this is Speaking and Listening Assessment.
The ELR assessment is a mandatory test (unless exempt) to ensure you can communicate in English at the appropriate level to become a licenced private hire driver.
The test consists of: Speaking and listening sections, which contain 4 tasks.
These are:
- Topic Task where you must converse with the examiner on any topic/theme for discussion.
- Conversation Task where you must carry on a random conversation about topics chosen by your examiner.
- Independent Listening Task 1 where you must listen to conversations and answer questions.
- Independent Listening Task 2 where you must listen to conversations and answer questions.

3. SERU Exam - Safety, Equality and Regulatory Understanding Requirement.
➢ It is a 45 min test, 37 questions (18 multiple choices, 17 drag and drop (sentence completion) and 2 reading and understanding questions.)
The SERU assessment is a mandatory test to ensure you can demonstrate an appropriate level of understanding relating to safety, equality awareness and the regulatory requirements that relate to them. This is the reading and writing assessment part of the TfL tests. The SERU is based on information which is found in the PHV (Private Hire Vehicles) Driver’s Handbook. The knowledge from the handbook ensures that applicants understand the safety and regulatory requirements which apply.

Each assessment/exam costs £36 for your first attempt. You can pay £16 for your second attempt.
